In 2014, the Hawaii Department of Education partnered with Caveon to improve its statewide test security system. Prior to test administration, Caveon’s professional monitors and Hawaii’s quality assurance team members use the Caveon Monitoring Protocols and the Caveon Core™ web-based system to collect information about school-level interpretation of state policies and practices, which informs state-level staff about the effectiveness of training. During test administration, test monitors use the system to collect information about the extent to which test security policies and practices are being implemented at the school level. Analysis of the information collected in Caveon Core has led to improved test security, and is an essential component of Hawaii’s statewide test security system.
