A psychologist and psychometrician, David has spent 36 years in the measurement industry. David’s rich background in research and innovation has motivated him to apply a scientific approach to addressing problems in testing, mingling a healthy skepticism of current best practices with a research-based and objective appraisal of new solutions.
David is credited with introducing computerized adaptive testing and simulation-based performance testing as part of Novell’s IT pioneering certification program in the early 1990s. Following his tenure with Novell, he co- founded Galton Technologies, which was acquired by Thomson Learning in 2000.
In 2003, David co- founded the industry’s first test security company, Caveon. Under David’s guidance, Caveon has created new security tools, analyses, and services that protect clients’ exams throughout their entire lifecycle. During the past decade, amid rising concerns about fairness in testing, David has focused on changing the design of items and tests to reduce the debilitating effects of cheating and testwiseness.
David is a past President of the Association of Test Publishers (ATP), and has served on the certification accreditation committee and Board of Directors for the American National Standards Institute (ANSI) and on the council and Board of Directors for the International Test Commission (ITC). In 2002, David founded the Performance Testing Council to help raise awareness of the principles required for quality skill measurement. He has authored numerous articles for industry publications and journals and has presented extensively at conferences.

David holds a Ph.D. in Experimental Psychology from Brigham Young University. He completed his postdoctoral fellowship in Psychobiology at Florida State University and has served on numerous boards and committees in the accreditation, testing, and measurement industries.
